Since the ETF's are diversified, none have the 90 Relative Strength at this time except the ones that are pegged in the Red Zones.

Be patient, they will return to the Green Zones!

Maybe just take your favorite 2 or 3 ETF's and show them?  You are close with the TLT, XLU, GLD combo.  Even if they are not 90.  Above 80?

Fudging on Relative Strength < 90 can get you into trouble... Smart Money does not seem to be Buying much at these levels, after a 7 year Bull. So the R S of most of the ETFs has dropped... We can't help if the Mkts go Bear... If they do, we will Buy Inverse Funds cheap (when they meet the Rules.)
